This report provides advice to the Commonwealth Department of Health about the relevance and potential shape of a national framework for continuous quality improvement (CQI) in Aboriginal and Torres Strait Islander primary health care (PHC).

Consultations carried out in this project showed that the timely development of a national CQI framework for improved PHC for Aboriginal and Torres Strait Islander peoples was widely supported by all stakeholder groups.

They also showed that, based on Australian and international evidence, such a framework could be useful in supporting efficiency and continued development of CQI efforts in Aboriginal and Torres Strait Islander PHC.

The report identifies key principles that should underpin the development of a national CQI framework in this area, components that might be included, and recommendations about time frames, resourcing and stakeholder engagement likely to lead to improved quality of care and health outcomes for Aboriginal and Torres Strait Islander people.
