This publication is the third social justice report by Mick Gooda, the current Aboriginal and Torres Strait Islander Social Justice Commissioner. It reports on the developments in the human rights of Aboriginal and Torres Strait Islander people for 2011-12. The theme of the report is governance and examines what enables effective, legitimate and culturally relevant governance in Aboriginal and Torres Strait Islander communities. This report provides details on:

  • significant national and international events in 2011-12, including the 40th Anniversary of the tent embassy, constitutional recognition of Aboriginal and Torres Strait Islander peoples, and Stronger futures legislation
  • achieving effective, legitimate and culturally relevant Indigenous governance
  • local government reform and the Northern Territory (NT) intervention, and how this relates to disempowerment in the NT
  • effective governance in practice in Aboriginal and Torres Strait Islander communities.
