This paper reviews the available literature about Indigenous community-managed programs and Indigenous community-managed organisations. It summarises what is working and also considers literature about the use of community development approaches and how they support successful Indigenous community-managed programs.

Across the variety of programs reviewed in this report, the successful programs were the programs where the community were involved and controlled all stages.

This paper does not analyse factors underpinning programs where there is shared governance between government and an Indigenous community or organisation.
