This report provides statistical data for the year 2008-09 about programs and services for vulnerable children who are suspected of being abused, neglected, harmed, or whose parents are unable to provide adequate care or protection. State and Territory departments are responsible for the provision of these programs and services. The information provided in this report includes: notifications and substantiations; care and protection orders; and out-of-home care. The report highlights the current discrepancies between Indigenous and non-Indigenous children in need of and receiving assistance.
In 2008-09:

  • Indigenous children were 7.5 times as likely to be the subject of substantiations as non-Indigenous children;
  • the rate of Indigenous children on care and protection orders was more than 8 times the rate of their non-Indigenous counterparts; and
  • the rate of Indigenous children in out-of-home care was just over 9 times the rate of non-Indigenous children.
