The Council of Australian Governments (COAG) Reform Council was established as part of the new arrangements for federal financial relations to assist COAG in driving its national reform agenda. This report provides the baseline performance data and a comparative analysis of the performance of governments against the outcomes agreed under the National Indigenous Reform Agreement.

The National Indigenous Reform Agreement detailed how the Commonwealth, State and Territory governments would work together with Indigenous Australians, and the broader community, to achieve the goal of ‘Closing the Gap’ in Indigenous disadvantage. COAG committed to achieving improvements across the areas of life expectancy, child mortality, access to early childhood education, numeracy and literacy, educational attainment and economic participation, for Indigenous Australians living in urban, rural and remote regions.

This report provides background information on the Federal financial relations framework, the COAG Reform Council, and the National Indigenous Reform Agreement, and reports on the outcomes against the six key areas of COAG commitment, and concludes with a discussion on the performance reporting framework including recommendations for improvement.
